On November 12, 2021, respondent filed a Motion to Dismiss for Failure to Properly Prosecute. On November 23, 2021, the Court issued an Order to Show Cause as to why this case should not be dismissed for failure to properly prosecute and this case was set for a hearing at the December 13, 2021, Milwaukee, Wisconsin remote Trial Session of the Court. There was no appearance by or on behalf of petitioner. After due consideration, it is
