On November 5, 2021, the parties filed a Joint Proposed Stipulated Decision in this case, which was signed by Mark Allison as counsel for petitioners. Mark Allison has not entered an appearance in this case.

Upon due consideration, it is

ORDERED that, on or before November 29, 2021, either (1) Mark Allison shall enter an appearance in this case on behalf of petitioners or (2) the parties shall file a status report.
