ORDER DISMISSING PETITION FOR WRIT OF MANDAMUS

Pursuant to the stipulation of the parties, this original writ petition is dismissed with prejudice. NRAP 42(b). Per the stipulation, the parties shall bear their own attorney fees and costs. In light of this order, we vacate the stay imposed by our August 28, 2019, order.
