James Blair, a California state prisoner, appeals pro se the district court's judgment dismissing his action under 28 U.S.C. § 1915A for failure to state a claim. We have jurisdiction under 28 U.S.C. § 1291. We review de novo, see Resnick v. Hayes, 200 F.3d 641, 644 (9th Cir.2000), and we affirm for the reasons stated in the district court order filed on March 11, 1997.

AFFIRMED.
