ORDER

This 17th day of January 2002, having carefully considered the appellant's opening brief and the State's motion to affirm, we find it manifest that the judgment of the Superior Court should be affirmed on the basis of the Superior Court's well-reasoned decision dated November 19, 2001. The Superior Court applied well-settled Delaware law and did not err in concluding that Black's claims lacked merit. NOW, THEREFORE, IT IS ORDERED that the judgment of the Superior Court is AFFIRMED.
