Petitioner's motion for leave to proceed in forma pauperis, filed April 17, 2009, is hereby denied as moot. Petitioner was granted leave to proceed in forma pauperis on July 31, 2009.

Petitioner's motion to amend his petition for writ of prohibition and petition for writ of mandamus, filed on April 17, 2009, is granted and the amended petition was filed on April 17, 2009.

To the extent the petition seeks relief with regard to petitioner's motion for an extension of time to file a motion for rehearing and rehearing en banc and his motion to toll the time for filing a motion for rehearing and rehearing en banc in the Fourth District Court of Appeal, it is hereby dismissed as moot. To the extent the petition seeks relief with regard to the denial of petitioner's motion to supplement the record on appeal and his motion to expand the record on appeal in Fourth District Court of Appeal, it is denied.

Petitioner's motion for leave of court to amend his motion for stay of proceedings below and amended motion for stay of proceedings, filed April 17, 2009, is denied.
