These cases are on the March 7, 2024 Reno, Nevada trial calendar. Petitioner moved without objection to continue them. We spoke with the parties today and learned that a low-income taxpayer clinic has agreed to represent petitioner. We will consolidate the cases sua sponte. Both parties agree that the cases are underdeveloped and so it should also be

ORDERED that on the Court's own motion, the above-docketed cases are consolidated for trial, briefing, and opinion. It is also

ORDERED that petitioner's January 30, 2024 motions to continue are granted in that these cases are stricken from the Court's March 7, 2024 trial calendar. It is also

ORDERED that this division of the Court retains jurisdiction. It is also

ORDERED that on or before March 7, 2024 respondent shall file any motion to amend his answer. It is also

ORDERED that on or before April 22, 2024 the parties shall file a status report describing their progress in informal discovery and toward settlement.
