Regul., 488 So.2d 103, 105-06 (Fla. 1st DCA 1986) (approving informal administrative hearing where matters raised by licensee were "merely in mitigation of the charges" and not disputing facts that agency alleged); Cohen v. Dep't of Pro. Regul., 407 So.2d 621, 622 (Fla. 3d DCA 1981) (distinguishing between mitigation and factual disputes on merits of administrative complaint).
