In Berni we construed the provisions of the statute pertaining to the nomination of school board directors and provisions of the Colorado constitution pertaining to the election of such directors. We there concluded that Article IX, Section 15 of the constitution required the election, while the Act itself only required nomination of the directorial candidates from the director districts in which they reside.
