On order of the Chief Justice, because plaintiff failed to timely pay the partial filing fee of $29 as required by the Court's orders of November 22, 2021, and December 17, 2021, the Clerk of the Court is directed to administratively dismiss the complaint and close the file. The motions to contest the page limitation of the complaint and to add issues are denied as moot.
