Following review of the petition for writ of certiorari, and the response and reply thereto, it is ordered that said petition is hereby denied. The stay entered by this Court on January 20, 2016 is lifted.

Petitioner's urgent motion to relinquish jurisdiction to the trial court is hereby denied, and the request for an expedited ruling on the petition is deemed moot.

Upon consideration, respondent's motion for attorney's fees is granted and remanded to the trial court to fix amount, contingent on the trial court's determination of entitlement based on need and ability to pay.
