Petitioner's motion for extension of time to file reply is granted, and the reply filed on June 3, 2014 is accepted by the Court.

Following review of the petition for writ of certiorari and the response and reply thereto, it is ordered that said petition is hereby denied on the merits.

Upon consideration of the motion for attorney's fees and costs filed by petitioner, it is ordered that said motion is hereby denied.
