From interlocutory decrees holding the City of New York primarily, and Tully DiNapoli, Inc., secondarily, liable, for damages due to the negligence of the City of New York, resulting in the Scow Louis W. Doyle breaking adrift and damaging other scows, the City of New York appeals.
