1. The Court erred in dismissing the Petition based upon the Petitioners' alleged lack of standing to challenge the Use Determination.
2. The Court erred in dismissing the Petition without addressing its central allegation that a teen treatment center that offers drug treatment and counseling inter alia cannot, by definition, be a "group home" under Section 15.2-2291 of the Virginia Code, notwithstanding any designation by a state agency.
