ORDER


This matter having come to trial before the Court; the issues having been heard and a decision having been rendered:

It is on this 24th day of March, for the reasons set forth in this Court's Opinion of March 24, 2004;

ORDERED and ADJUDGED that Judgment shall be entered as follows:

In favor of Plaintiffs American Trucking Associations, Inc. and U.S. Xpress and against Defendants Christine Todd Whitman, et al., and Defendants are permanently enjoined from enforcing the New Jersey Highway Safety Regulations at issue in this matter, codified at N.J.A.C. 16:32-1.1-16:32-1.6; and it is further,

ORDERED that this injunction is stayed pending the resolution of any timely filed appeal.
