ORDER CONSTITUTING A THREE-JUDGE COURT


Inasmuch as Section 561 of the Communications Decency Act of 1996 requires a district court of three judges to be convened in any civil action challenging the constitutionality, on its face, of any provision of that statute, and I have been requested to convene such a court by the district judge to whom the plaintiffs' request was made, pursuant to the provisions of 28 U.S.C. § 2284, I designate the Honorable Edward R. Becker, United States Circuit Judge, and the Honorable Harvey Bartle, III, United States District Judge for the Eastern District of Pennsylvania, to sit with the Honorable John P. Fullam, United States District Judge for the Eastern District of Pennsylvania, as members of the Court for the hearing and determination of the above-captioned matters.
