The parties filed cross-motions for summary judgment (Docs. 9, 11), and we ordered the briefing of those motions (see Doc. 12). However, the parties have filed a proposed stipulated decision that we expect to enter, so we will deny the motions as moot. The parties first submitted a proposed stipulated decision (Doc. 13) on February 18, 2022; but after a telephone conference with the Court, the parties submitted a revised proposed stipulated decision (Doc. 14) on March 4, 2022. We expect to enter the second-filed document. It is

ORDERED that the cross-motions for summary judgment are denied as moot. It is further

ORDERED that the first-filed proposed stipulated decision (Doc. 13) is deemed stricken.
