It is ORDERED that the motion for leave to file a reply brief in support of the motion to expand the record (M-145) is denied; and it is further

ORDERED that the motion to expand the record (M-146) is denied; and it is further

ORDERED that the motion for leave to proceed as indigent (M-171) is dismissed as moot, the Court having considered the petition for certification on the merits.
