O R D E R


THIS MATTER having come before the Court on petitioner Abdul-Malik Ali's application for appointment of pro bono counsel; and the Court having carefully considered petitioner's papers and pleadings; and the Court having resolved this matter without oral argument pursuant to Federal Rule of Civil Procedure 78; and for good cause shown,

IT IS on this day of April, 2000,

ORDERED that petitioner's request for appointment of pro bono counsel is DENIED because petitioner has failed to meet the standard for evaluating this type of claim, particularly, petitioner has failed to demonstrate "special circumstances" indicating the likelihood that substantial prejudice will result if the requested relief is not granted.
