DECISIONS PURSUANT TO RULE 1:28.
The decision of the Juvenile Court is vacated and the matter is remanded to the Juvenile Court to reconsider the child's best interests regarding her permanent placement and any visitation considerations if appropriate. The matter should be heard by a different judge and the full range of bonding issues and potential harm should be resolved. The hearing and its conclusion should be expedited as much as the administration of justice will allow.
