Upon due consideration of petitioner's Motion to Seal and Motion for Leave to File First Amended Petition, filed February 23, 2023, and First Amended Petition, lodged February 23, 2023, it is

ORDERED that petitioner's Motion to Seal is granted and the petition filed February 8, 2023, shall be sealed from public view and shall not be inspected by any person or entity not a party to this case, except by an Order of the Court. It is further

ORDERED that petitioner's Motion for Leave to File First Amended Petition is granted in that petitioner's First Amended Petition is recharacterized as a Redacted Petition and shall be filed as of the date of service of this Order.
