ORDER

For the reasons stated in an accompanying Memorandum, it is this 20 day of March, 2000, hereby

ORDERED: that the Motion to Dismiss of the District of Columbia Financial Responsibility and Management Assistance Authority is GRANTED; and it is further

ORDERED: that the Motion of Senate Defendants to Dismiss is GRANTED; and it is further

ORDERED: that the Adams Plaintiffs Motion for Summary Judgment on all claims except those pertaining to apportionment and addressed by the three-judge court is DENIED; and it is further

ORDERED: that the Alexander Plaintiffs' Motion for Summary Judgment on all claims except those pertaining to apportionment and addressed by the three-judge court is DENIED.
