(a) PATENT APPLICANT.-An applicant for a patent, any of whose claims has been twice rejected, may appeal from the decision of the primary examiner to the Patent Trial and Appeal Board, having once paid the fee for such appeal. The purpose of the length of service awards program is to provide service awards to volunteer and call firefighters and emergency medical personnel of volunteer municipal groups as organized under RSA 154:1, I(a)-(c).
