On order of the Court, the delayed application for leave to appeal from the July 19, 2001 order of the Court of Appeals, the motion for peremptory reversal, and the motion for an order to show cause are considered. The application is DENIED because we are not persuaded that the questions presented should be reviewed by this Court. The motion for peremptory reversal and the motion for an order to show cause are moot, and are therefore DENIED.
