On April 7, 2022, respondent filed a Motion To Dismiss for Failure to State a Claim Upon Which Relief Can Be Granted. On August 3, 2022, the parties filed a Proposed Stipulated Decision. In view of the foregoing, respondent's above motion to dismiss is denied as moot.
