Supreme Court — Dismissals — No debatable constitutional question involved — Reorganization of bank under Superintendent of Banks — Section 710-89a, General Code — Retroactive effect and impairment of obligation of contract.

ERROR to the Court of Appeals of Cuyahoga county.
