This case was heard during the Court's September 12, 2022, Atlanta, Georgia trial session, and jurisdiction of this case was retained by the undersigned.

On October 12, 2022, the parties each filed a status report indicating that counsel for petitioner Ray Washington has been unsuccessful in reaching Mr. Washington to sign a stipulated decision document. Upon due consideration, it is

ORDERED that, on or before November 14, 2022, the parties shall file a stipulated decision or a joint status report as to the then-present status of this case. We note that should Mr. Washington continue to be unresponsive to his counsel, the Court would entertain a motion for entry of decision (and if granted, would end his case absent further action). It is further

ORDERED that in addition to regular service to the parties, the Clerk of the Court is directed to serve this Order on petitioner Ray Washington at his address of record.
