Disposition: Before the en banc Court are (a) the Motion for Permission to Proceed Out of Time, filed by Willie Wash; (b) the Show Cause Notice, issued by the Clerk of this Court; and (c) Wash's response to the show-cause notice, with a Motion to Proceed on Appeal In Forma Pauperis attached. The Mississippi Department of Corrections should be required to file a response. The Mississippi Department of Corrections shall file a response within 30 days after entry of this order.
