ORDER APPROVING STIPULATED AGREEMENT AMONG ALL PARTIES RESOLVING ALL OUTSTANDING CONSENT DECREE VIOLATIONS THROUGH DECEMBER 31, 2004, AND ALL CLAIMS FOR STIPULATED PENALTIES UNDER THE CONSENT DECREE THROUGH MARCH 31, 2005


This Court, having duly considered the Stipulated Agreement Among All Parties Resolving All Outstanding Consent Decree Violations Through December 31, 2004, and All Claims for Stipulated Penalties under the Consent Decree Through March 31, 2005 ("Stipulated Agreement"), hereby finds that the Stipulated Agreement was negotiated at arms length and in good faith between the parties and that it is fair, reasonable, and in the public interest. The Court hereby ORDERS, ADJUDGES, and DECREES that the Stipulated Agreement is approved and shall become effective on the date that the Clerk of this Court enters this Order.

SO ORDERED.
