The judgment is vacated. The Superior Court is to enter a new judgment remanding the matter to the board of appeals to set forth the basis for its decision. The board may, in its discretion, call for a new hearing, or, in view of the amendment to the by-law, require the matter to be submitted and heard as an application for a special permit.
