Leave to file a brief amicus curiae is granted. Reported below: 217 Mich. App. 439.
I agree with the Court of Appeals that "the Legislature ratified and approved the Governor's actions and the resulting compacts and consent judgment. . . ." 217 Mich. App. 439, 456, n 5 (1996), and thus, I join in the order of the Court. However, given the extreme time constraints in which the case is presented in this Court and the significant questions decided by the Court of Appeals, I would further direct that the Court of Appeals opinion have no precedential force or effect.
