On May 15, 1984, the Supreme Court reversed our judgment ( 682 F.2d 847) see Members of the City Council of the City of Los Angeles et al. v. Taxpayers for Vincent et al., ___ U.S. ___, 104 S.Ct. 2118, 80 L.Ed.2d 772 (1984), and remanded the case to us. We therefore remand to the district court for action consistent with the Supreme Court opinion.
