Appeal from the Iowa District Court for Black Hawk County, Thomas N. Bower and Jon Fister, Judges. Respondent appeals the district court orders determining he was not entitled to a final hearing on his annual review and denying his petition for discharge from civil commitment as a sexually violent predator.
