DISMISSAL
Pro se plaintiff filed hundreds of pages in his alleged "complaint." He purports to file as a "tenant' and on behalf of the United Nations Security Chief President, UN Chief Prime Minister, UN Chief Assigned Inspectors and UN Chief General Security Secretary Kofi Annon, and against George Bush and over twenty-five other defendants, including Vice President Cheney, and various Supreme Court justices and local officials.
A court is under a continuing duty to dismiss a case whenever it determines that the action "(i) is frivolous or malicious; (ii) fails to state a claim on which relief may be granted; or (iii) seeks monetary relief against a defendant who is immune from such relief." 28 U.S.C. § 1915 (e)(2)(B)(i) — (iii). Plaintiff's complaint does not contain a "short and plain statement of the claim" as required by Federal Rule of Civil Procedure 8(a)(2). For this reason, the Court concludes that plaintiff's complaint fails to state a cognizable claim and must be dismissed.
Plaintiff's paperwork is completely incomprehensible and does not appear to state any cognizable claims. The Court has tried hard to understand the allegations made in plaintiff's complaint. Plaintiff's complaint appears to relate, at least in part, to a failure by Pacific Bell to provide "electrical wireless communications" pursuant to a "verbal agreement." Plaintiff states no cognizable claim that can be discerned. Accordingly, plaintiff's complaint is hereby DISMISSED WITHOUT PREJUDICE. The Clerk shall Close the file.
