APPLICATION FOR REHEARING DENIED. See State v. Lagman, 2013-2946 (La. 11/7/14), 152 So.3d 164 (wherein the district court, apparently without ordering a State answer, denied relator's postconviction relief application requesting an out-of-time appeal and this Court upheld the ruling, but the Louisiana Supreme Court granted writs and remanded to the district court for appointment of counsel and an evidentiary hearing under State v. Counterman, 475 So.2d 336, 340 (La. 1985)).
