O'CONNOR, C.J., dissents, and pursuant to S.Ct.Prac.R. 7.08(B)(3) would accept jurisdiction, summarily reverse the appellate court, and order the appellate court to reissue its December 23, 2013 judgment with the proper notice and service required to restart the appeal clock.
