WRIT DENIED: The Federal District Court has exclusive jurisdiction over this matter and it is that forum where relator must litigate his motion. 28 U.S.C. § 1355. The lower court's recognition of its lack of jurisdiction was not erroneous. Relator's request that the Court Commissioner's ruling be reinstated is denied.
