MERIT DECISIONS WITH OPINIONS
Slip Opinion No. 2012-Ohio-4837. Sandusky App. No. S-12-022, 2012-Ohio-4484. This cause, here on appeal from the Court of Appeals for Sandusky County, was considered in the manner prescribed by law. On consideration thereof, the judgment of the court of appeals is affirmed in part, reversed in part, and a writ of mandamus is granted, consistent with the opinion rendered herein.
It is further ordered that a mandate be sent to the Court of Appeals for Sandusky County by certifying a copy of this judgment entry and filing it with the Clerk of the Court of Appeals for Sandusky County.
