IN RE: FRANK CHARLES WILLIAMS, APPLYING FOR WRIT OF MANDAMUS.


Writ denied. On the merits of the application, (1) prior to the plea of guilty the applicant was determined competent by virtue of a lunacy commission; (2) The Prosecution was timely instituted, see La.R.S. 15:7.1 (Act 25 of 1960).
