In re: Joseph Smith, applying for writ of mandamus. Parish of Orleans. Case No. 250-411.


Writ granted. The return shows no waiver of the right to appeal. The appeal, which was dismissed on ex parte order for failure to perfect bill of exceptions, is reinstated. The trial court is ordered to appoint an attorney to file assignments of error and prosecute the appeal.
