MOTION AND PROCEDURAL RULINGS


This cause originated in this court on the filing of a complaint for writs of prohibition and mandamus. Upon consideration of relators' motion for emergency stay and motion for expedited alternative writ, it is ordered by the court that the motions are denied.

O'Donnell, Kennedy, and O'Neill, JJ., dissent and would grant the motion for emergency stay and the motion for alternative writ on the request for writ of prohibition.
