Following review of the petition for writ of certiorari and the response thereto, it is ordered that said petition is hereby denied.

Upon consideration of the request for attorney's fees filed by petitioner, it is ordered that said motion is hereby denied.

Petitioner's unopposed motion for extension of time to file reply to respondent's response to petition for writ of certiorari is denied as moot.
