An appeal from an order of the Department of Insurance.

The final order of the Department of Insurance is reversed and this case is remanded to the Division of Administrative Hearings for continuation of proceedings to determine whether Mr. Scagliarini's immediate predecessor was a successor agent to a grandfathered agent in compliance with section 626.988(5), Florida Statutes (1991).
