ORDER

Upon consideration of petitioner's lodged amended brief; and the motion for leave to exceed the page limits, the opposition thereto, and the reply, it is

ORDERED that the motion for leave to exceed the page limits be denied. The court disfavors motions to exceed limits on the length of briefs, and petitioner has not provided "extraordinarily compelling reasons" for enlarging the page limits here. See D.C. Circuit Rule 28(e)(1). Petitioner's opening brief may not exceed 14,000 words, and his reply brief may not exceed 7,000 words. See Fed.R.App.P. 32(a)(7). The Clerk is directed to enter a new briefing schedule.
