The parties are to brief the following issue:
"Do the provisions of 127 Am. Sub. H.B. 280 (effective April 7, 2009) apply to this case and, if so, what effect do those provisions have on the issues in this case?"
The following briefing schedule is set for the filing of briefs: Appellants shall file their brief within ten days of the date of this entry; appellees shall file their brief within ten days after the filing of appellants' brief; and appellants may file a reply brief within five days after the filing of appellees' brief.
