This matter was filed as an appeal seeking to review an order of the Circuit Court acting in its appellate review capacity. We consider the matter as a petition for common law certiorari. Certiorari is denied on the grounds that the petitioner has failed to demonstrate that the Circuit Court departed from the essential requirements of law.

CERTIORARI DENIED.
