In Reardon, the plaintiffs sought to enjoin the imposition of a lien on their property until a due process hearing could be held. Title 42 U.S.C. § 9607(1)(1) provides that "[a]ll costs and damages for which a person is liable to the United States under [CERCLA] shall constitute a lien in favor of the United States upon all real property...."
