MEMORANDUM

This disposition is not appropriate for publication and may not be cited to or by the courts of this circuit except as may be provided by 9th Cir. R. 36-3.

It has come to our attention that petitioner's counsel of record is no longer practicing law. Because it is not clear whether petitioner has been advised of this fact, the INS is directed to serve a copy of this memorandum disposition along with all other relevant filings on petitioner himself at his address of record. The INS shall also provide this court with petitioner's address as soon as practicable.

Manlio Hilcias Ramirez-Bautista, a native and citizen of Guatemala, petitions for review of the Board of Immigration Appeals' ("BIA") decision affirming an immigration judges's denial of his applications for asylum and withholding of deportation under 8 U.S.C. §§ 1158(a) and 1253(h). We have jurisdiction pursuant to 8 U.S.C. § 1105a(a).

The BIA held that Ramirez-Bautista failed to show that he would be persecuted by the guerrillas except in rural areas. He had, therefore, not demonstrated that he has a well-founded fear of persecution in Guatemala. The BIA's decision is supported by substantial evidence. Accordingly, the petition for review is DENIED . *
