DISMISSAL OF HABEAS PETITION


This is is a habeas case filed pro se by a prisoner at High Desert State Prison in Susanville. It is impossible to determine why petitioner filed this petition. He asserts that he is president of the United States, that his wife is vice-president, and that his claim relates in some way to an "illegal" Continental Airlines flight from Texas to San Francisco, but why this should be a federal habeas matter is not explained. There is also reference to a case he appears to have filed in Washington, D.C., on the same matter.

However difficult it may be to determine petitioner's purpose, it is clear that this is not an attack on his confinement or the duration of it. Petitioner is plainly not entitled to federal habeas relief on the basis of this petition. See Rule 4, Rules Governing § 2254 Cases in the United States District Courts, 28 U.S.C. foll. § 2254.

petition is DISMISSED. Petitioner may disregard the clerk's notice regarding in forma pauperis status sent to him on March 4, 2003. The clerk shall close the file. IT IS SO ORDERED.

JUDGMENT

Pursuant to the court's order entered today, a judgment of dismissal without prejudice is hereby entered.
