On order of the Court, the motion for immediate consideration is considered, and it is GRANTED. The delayed application for leave to appeal from the February 27, 2001, decision of the Court of Appeals also is considered, and it is DENIED, because we are not persuaded that the questions presented should now be reviewed by this Court. The motion for stay also is considered, and it is DENIED.
